Newly Introduced: The “American Innovation $1 Coin Act”

On Wednesday, September 14, Representative James A. Himes introduced H.R. 6025, known as the “American Innovation $1 Coin Act.”

If adopted, the act would authorize $1 numismatic coins whose designs recognize both American innovation in general and “significant innovation and pioneering efforts of [American] individuals or groups.” One coin would be released for each of the 50 states, the District of Columbia, and the U.S. territories, in alphabetical order.

The program, if approved, could commence as early as January 1, 2017, as determined by the Secretary of the Treasury, who would also determine the appropriate quantities of Uncirculated and Proof strikes.

Per the language of H.R. 6025, if “it is not feasible and cost-effective to mint and issue American Innovation $1 coins beginning in 2017, the Secretary may mint and issue $1 coins bearing the designs of such Presidential $1 . . . that the Secretary determines to be appropriate.” Native American $1 coins would continue to be produced concurrently, regardless.

The act specifies the following design elements:

  • Obverse—a design symbolic of Liberty, and the inscription “In God We Trust.”
  • Reverse—for each state/district/territory, an image or images of a significant innovation, an innovator or pioneer, or a group of innovators or pioneers; plus the name of the state/district/territory, the denomination, and “United States of America.”
  • Edge—the year of minting or issuance and the inscription “E Pluribus Unum.”

Specific designs would be chosen by the Secretary after consultation with the chief executive of each entity and the Commission of Fine Arts, and review by the Citizens Coinage Advisory Committee.

The bill was referred to the House Committee on Financial Services.

    Hmm… more coins to collect for my US type sets. I am not sure what others will say, but I enjoy finding these, the ATBs, States, Presidential dollars, etc. in change to try and put together a circulation set (along with my albums of proofs/silver proofs).

    Though, if the mint were to pull a rabbit out of the hat in celebration of their 225th next year in the form of a 1792 Flowing Hair gold Tribute Trinket.., well I might be tempted to reconsider

    Never been a fan of the so-called gold dollar coins. Their color only looks good when they are brand new. Once circulated, they start turning an unattractive shade of brown. Plus the portraits on the presidential dollars, in many cases, are not well done. I was actually glad that 2016 was going to be the last year of the presidential dollars so I wouldn’t have to see them in my proof sets anymore. I have to admit that this latest idea about honoring American innovations is an interesting one, but if Congress wants to make more one dollar coins, they should do it right this time. No more of these small, unattractive brass clad coins.

    I had hoped that there would be a 1 oz. Gold 1792 replica and IF so I would HAVE to purchase. NOW…with seeing the 225 anniversary edge lettering on the 2017 Gold HR coin, that hope has dissipated.

    The Mint will come out with something “cheaper” for the 225 anniversary but it Appears to me that the 2017 HR Gold is the “franchise player” and they don’t want any Gold competition (Rightly so).

    Remember that the US Mint knows that it can generate revenue by creating new designs and offering a plethora of related products. Who knows – perhaps with the introduction of each dollar design, there could be a 5 ounce palladium coin associated with it…..!

    The greatest innovation would be to actually get the dollar coins to actually CIRCULATE and SAVE TAXPAYER DOLLARS. Since the dollar coins do not circulate what sense does it make to do another long-winded series that most of the public will ever see let alone appreciate.

    This bill is nothing short of ridiculous unless, as others have noted, they replace the dollar bill. The Presidential series was bad enough, and that was a meaningful topic. This series is far more appropriate for stamps (and has been done before, although not by state). At least the State Quarters and ATB were circulating coins. With the few uses of dollar coins in this country (change at P.O. vending machines), the Sacajawea/Native American coins (in 3-4 varieties/year) are more than enough.
    This sounds like a good idea for the Franklin Mint, but not the U.S. Mint!

    Also, as I mentioned on the last thread, it’s strange how when the Mint did a 30 day Mint to demand 2 coin silver eagle set in 2012, 2013….with the exclusive coins they had…and in a nice wood box, the demand/saturation point was around 225,000.
    This year’s 30th anniversary coin will sell 500-750,000 coins. And really will sell PR70’s for $60 next year.

    I think as cagcrisp mentioned, the sleeper may be the burnished version.

    It’s too bad the Mint couldn’t of released the regular proof and unc earlier in the year AND then released a special 30th anniversary set in a two coin set in that wood display box with the edge lettered proof and burnished version in a limited set of around 250,000.

    But what they of done for the 30th Anniversary is nothing special.

    I would also liked to see a 3 coin gold 30ith anniversary set…a proof, a reverse proof and an enhanced gold eagle set with a 20,000/HHL2 set

    Maybe it’s just me, but I take pride in owning the Silver eagle 20ith and 25th anniversary set, the platinum 10th anniversary set (which if you don’t remember had a mintage limit of 30,000, but sold under 20,000 sets….but I love the only reverse proof platinum eagle.

    And nothing has been done for the Gold Buffalo 20th anniversary.

    As if you didn’t know, I’m disappointed in the mints lack of making these anniversaries something special.

    They have one last chance this year to make a limited edition, yet fair to those who want one, is the WLH dollar gold coins. The Mint should realize they were too liberal in the HHL’S for the dime, but too restrictive with the SLQ. It will probably not reach 60,000 in sells…even if they remove the HH limit, again, as cagcrisp has said…that ship has seller.

    Regardless of what the mintage limit may be, a HHL of one will be a death sentence….yet I will buy one, because I love the coin

    I think a mintage limit of 75,000 and a HH LIMIT of 3 would be appropriat

    Oh well, I think I’ll go back to playing my PC video games lime Tomb Raiders, Far Cry 3, 4,
    Deus..Ex..Mandkind Dividded ,Masss Effect series, Bioshock 1, 2 and Infinite, Half Life series, etc, and many more.
    Anyway, I like to have some fun too….as it is a release from all the political battles I watch each day.

    Oh, good Lord! Another series of non-circulating dollars? That being said, it is a decent concept, but why not put it on a circulating coin? The only such coin with large enough palette would be the quarter, and it is tied up until sometime in 1921 after the Tuskegee Airmen quarter, the last in the ATB series, is issued. And that series may be followed by an ATB #2 series, although I think it should be restricted and possibly shortened, to include only national parks and national monuments that have not yet been minted on any of the Statehood or ATB quarters. Some states lie California, Utah, and Colorado would have multiple strikes and some like Delaware, Vermont, and New Hampshire, would have none. It’s not being discriminatory, the western states are simply bigger and have more varied scenery and more national parks and monuments. The dollar coin needs to come to an end. Alternatively, consider this concept for the half dollar, and start it in 2018, after one last hurrah for JFK celebrating the centenary of his birth in 2017. Finally, the manganese brass is an ugly color and it would not portray the coins nearly as well if they were struck in clad or silver, or even solver clad.

    I agree with the others who say that we get rid of the dollar bill first and then talk about new $1 coins. Better yet, release the billion presidential dollars and then maybe consider this innovation malarky on a $2 coin. We would need a good name for it, like the Canadian Toonie.

    This legislation makes no sense. Why produce $1 coins that won’t be circulated? Why produce them if the bulk will be sitting in government vaults? How does this make any sense? IMO the Prez dollar program was a massive blunder. Can these people be so blind they cannot see that?

    Time to end the ugly manganese dollars. They age poorly. Aluminum would have been a better choice.

    Oh, and for the drug dealers, you could eliminate ALL paper money an make the biggest denomination coin a $20 bimetallic . Imagine trying to do a million dollar drug deal in coin! Drug dealers would be buying old Brinks trucks?

    I guess one reason for continuing the $1 might be that the supplier(s) of the blanks (or whatever it is called) reacted to the fact that their market has basically evaporated after the Reagan $1 and thus complained to their Congressional reps … JMO

    Thank goodness I am basically only in for NA $1 C&C sets and whatever RP or EU offering that would help me maintain a type sets after this year. And of course the Moon Landing commemorative … if it ever gets approved …

    KSCO – I just received the 2011 set – finally found a good price on ebay at the same time I had a 10% bonus and found someone who DIDN’T have it listed as bullion. I need to have the original set out for a while, but might rotate your idea through the big box at some point.

    David – the Mint is just following its history of minting dollars that no one uses and just storing them for years in the treasury vaults. This is what they did with the Morgan dollars until they pulled out and sold over 272 million of tem to Great Britain during WW I, and they melted them for commonwealth coinge. , And that is why so many of them with high mintages are scarce or rare today – they all went into the melting pot, or at least most of them.

    The Mint never seems to learn. Someday wiser people in Congress will legislate the dollar bill out of existence, and the Mint will have a ready supply of Presidential, Sacagawea, and Native American dollars to pull out from the vaults and put into circulation. Maybe they know something the rest of us don’t know, but I doubt it.

    I’m not interested in another dollar coin program.

    A few months back I said that the 2017 HR Liberty would look better once coined. Raised edge lettering will be cool (nothing new compared to some European coins). However, I really don’t like the over powering crown of stars, I’m in for one.

    Oh boy, I could go in many different directions on that one. Actually this spring I assembled a detailed data sheet to identify trends and the results were quite interesting though not promising. I posted some of the findings here though not sure if I could find it now. Here’s a general observation, I see more of the post ’82 material up for auction from those that acquired through estate sales or inheritance (and openly they admit they don’t know the worth), and that is in part why we’ve seen some of the heavy hitters continue to atrophy. I just don’t see a sustained market and the recent values support that observation. Looking forward, as I mentioned previously, ’17 will have a big looser, and ’18 is questionable. If I don’t rope the moon thereafter then what’s left? To hell with professional sports and their players disrespect to the national anthem, they can get back on the Mayflower from where ever they came from, that one will sink too. So the short answer is, no, I really don’t. Someone out here comments on old gold from time to time, well I kinda bought into that ideology. After my date with a walker in December, that’s where my focus is headed, much of what I like will be having a centennial birthday over the next 5 years and think that’s rather cool. Good luck!

    Those recent tends are concerning and I see no signs of or reasons for a reversal. Chasing lows is a losing game, with some rare exceptions. Yes, BT and BCA are both losers, so rope the moon if there’s cooperation from our representatives and look ahead to 2021. And how about an Ike dollar 50th anniversary as well? Maybe also a RP set in 2018. I haven’t heard anything about that possibility in a while, however. Thanks!

    Something has to Give…

    There was a 15 hour period yesterday that not a Single Gold SLQ was Sold in OGP. Not BIN . Not auction. Nothing.

    There was 28 “newly listed” OGP offerings yesterday for the SLQ.

    Supply/Demand.

    Supply keeps hitting the market and yet at THESE prices there seems to be little interest with the Mint looking at an unending supply at $485.00.

    There are Currently 12 auctions with a minimum number of bids at “1” . 1 @ $587.95 (what was he/she thinking?) , 1 @ $542.30 with the high bid placed 2 days ago, 1 @ $540.00 with high bid placed 5 days ago and 1 @ $540.00 with high bid placed 6 days ago.

    I don’t like to just look at the bids, I like to look at who is placing the bids and the date the bids were placed…

    Why would you buy a SLQ from the bay when you can still get one from the mint?
    Only when the mint stops selling them will the bay have any real sales.

    @Eddie, A lot of people don’t buy directly from the Mint. They buy from local dealers or on the bay. Some only have paypal accounts and the Mint as yet doesn’t accept paypal. With a HHL of 1 the dealers were limited to what they chose to participate in and some people that normally would have bought from a dealer have choosen to purchase from the bay.

    Actually for a product that is still actively Sold by the Mint the bay sales have held up rather well, however, there is just a limited number of people that do what I have just alluded to…

    This is one Mint Customer who is overjoyed to hear about the lifting of the HHL on the Gold SLQ’s. I figure in times of economic crisis a Gold Quarter might buy me a needed Candy Bar or maybe an old Big Mac someone forgot they even had.

    Yeah a financial storehouse of value. I’ll be wanting at least 100 Coins. No kidding I want 100 Coins. Now if they’ll just work out a credit arrangement for me, we can sail right through this. I was thinking maybe $10/week for however long it takes.

    Reported by CW that first day sales of the Proof ASE were 262,816 from 80,883 individual customers. That would leave 59,501 for the remainder of the week.

    I don’t they really know the actual number of customers. That would take a lot of work and is not something normally released. They must have the total number of orders and total number of coins ordered and divided one by the other.

    with a HHL of two for the SLQ I would have bought two coins. But now I am not going to buy another coin as I have to pay 18.08 dollars for shipping to Germany. And to be honest 485 plus 2,95 plus 17,90 plus 1% on all together for using a creditcard is a lot of money for 0,25 ounces of gold. I think this coin will not sell out. A householdlimit of two for the WLH should be implemented, mintage limit 100000.

    I use to buy the $1 coins from the mint when you could get them at cost and the US Mint paid for the shipping. I would spend them just to spread them around, but someone had to brag how he was getting the mint to pay for his flights. Don’t get me wrong I don’t mind if you can figure out a way to work the system to your advantage, then to brag about it to every news organization or blog, well to me that just isn’t very smart.

    Looks like the next thing from the Mint I’m looking forward to is the Apollo Commemorative. After that , whatever happens with the 1921 Peace $1 event. If Classics keep dropping maybe I’ll just snag an MS66 Real Silver $1 one day. Theres an MS66+ in one Dealers Inventory now, but at that level ( $12,500.00), I’d need to be seeing the Coin before ordering.

    I predict H.R. 6025 will die. My argument: Not feasible and not cost-effective. But I was totally off-base with the SLQ so who knows.

    I spent a week in Athens, Ga, and made a side trip to Asheville, NC. Everyone in Ga. told me how great an area Asheville was. Well, I made a wrong turn off the freeway and suddenly was in THE scariest neighborhood I have ever seen.
    I live in SoCal and have been in south central L.A. , Inglewood, been through skid row, etc. None of the communities compare to the wrong end of Asheville. The nice part was okay, but the bad part sent me running back to Ga. that same day.

    KCSO, I see collecting old gold as a progression, a natural step up. However, in my case I doubt I could ever get beyond bullion. For collecting old gold and having it gain value one must acquire the coin in the highest possible grade, that’s very expensive. You could, as it’s been mentioned here, collect $2.5 or civil war era coins. But it’s always going to be a rare and high grade game.

    This guy may walk if the Royal Mint isn’t able to prove any gold is missing. The only evidence against him is the three pucks in his safety deposit box. He could simply say he legitimately purchased them, but forgot who he purchased them from. Doesn’t the “I forgot, and word semantics defense work in American courts? I know it does for the leaders of our nation.

    There are already too many different quarters. It’s not simple anymore where we could just get 1 P and 1 D mint quarter every year and be done. Now there are 5 different quarter designs each year under the various mint marks and compositions. Where does it end?

    Yet another un-necessary Mint program to rack in more money to a system that can not or will not adapt to other Countries creative coin issue’s . Just how many types of Dollar coins do we need ?

    Taking it a step further, we end up having to pay a premium to get these coins as they aren’t seen in circulation too much.

    As a collector I say NOOOO…GOD PLEASE. ….NO MORE NEW (or any)DOLLAR COINS!!! The current mint and proof sets have turned into a bloated mess. Too many coins to deal with. As a fellow collector has stated at CCF, “these multi-year/multiple design coin programs are getting out of hand. Enough already, it’s time to get back to basics. And adding insult to injury, there are untold billions of these things sitting in government vaults and will likely never see the light of day. Why produce a coin that’s just mostly gonna be sitting in a government vault? Talk about government waste! Anyways this type of series that has become a regular staple at the mint has really turned me off to many coin series I used to find enjoyable.”
    Get back to making basic sets like in the 60s-80s. I’m about ready to discontinue buying mint and proof sets and just get the Eagles when they come out.

    You have to keep the same number of coins in the Proof Set. Otherwise the thinner pack implies a weak country and recession.
    And you don’t want to suggest even the slightest inkling of a thought of your one and only God the Stock Market going down, would you?
    We have to maintain the golden parachutes for the top 1%. The bottom 99% are just collateral damage.

    But I reckon it’s beneficial to mint more of these junk $1 coins in possible preparation of Trump Presidency and Casinos being built in every city, towne and village across our beloved United States.
